Hidrokinetik Technologies Sdn Bhd (HTSB), a Malaysian geophysical and geotechnical survey company, has secured a contract valued at USD 1,850,000 from TIMOR GAP, E. P., Timor-Leste’s Government Linked Company (GLC) to undertake Suai Supply Base’s physical site survey at Suai, Timor-Leste. This survey contract encompasses Topographical, Geophysical, and Metocean Surveys, ensuring thorough understanding of the terrain both onshore and offshore of the Suai Supply Base.
HTSB’ maiden foray into Timor-Leste has accomplished major milestones with this award:
The project contract signing which was held at TIMOR GAP, E. P.’s headquarters in Dili on the 6th of June 2024 was witnessed by Her Excellency Madame Nadia Azura Mohd Nudri, the Deputy Ambassador of Malaysia in Timor-Leste along with representatives from TIMOR, GAP E. P. and Hidrokinetik Technologies Sdn Bhd (HTSB).
More than twenty (20) survey contractors from Timor-Leste, China, Indonesia, and Malaysia participated in the open tender. HTSB’s successful proposal was leveraged on its proven track record, financial strength and expertise in surveying methodology by showcasing its own advances in technology to deliver high quality work within the specified time frame and budget.
TIMOR GAP, E. P.’s President and Chief Executive Officer Mr. Rui Soares, during delivering his keynote speech, underscored the importance of expanding collaboration between both entities due to the tremendous infrastructure potential in Timor-Leste. “This is the first time in the history of this nation that we have awarded a contractor from Malaysia to execute a project in Timor-Leste. We sincerely hope that the constructive cooperation between TIMOR GAP, E. P. and Timor-Leste with the Malaysian government and Malaysian’s companies will continue to grow in the future, following the successful initiatives pursued by HTSB.”
Mr. Mirza Hamza, the Chief Technical Director of HTSB then warmly reflected on this historic occasion, “ Praise to the Almighty. We never envisaged an opportunity to serve this country in such a high profile project which will propel this nation’s great ambition to brighter future. However, with great humility, commitment, and adherence to stringent regulatory compliance in the bidding process spanning over five months from January until May 2024, we have managed to show that we are ready to perform at the highest level to deliver great results as rigorously demanded in the project specifications.”
Her Excellency, the Deputy Ambassador of Malaysia, in her welcoming remarks, proudly extended her congratulations to HTSB for securing its maiden contract in Timor-Leste and reiterated that HTSB’s foray into the oil and gas survey sector will mark the watershed in strengthening economic relations and ties of friendship between both countries. The Government of Malaysia’s tireless efforts to encourage foreign direct and indirect investments and human capital development to empower the local population with the right skills, knowledge and mindset to embrace the new economic opportunities in Timor-Leste, reinforced the Malaysian Government’s long standing commitment to ensure Timor-Leste’s growth and prosperity. “This is just the beginning of Malaysia’s presence in the form of business and other forms of cooperation in this country. Let’s form a stronger bond, which will surely be based on mutual benefits for a brighter future together”, emphasized Her Excellency Madame Nadia Azura Mohd Nudri.
The Suai Supply Base’s project Kick-off Meeting was held later in the day to address the detailed and systematic Project Execution Plan, QHSSE Plan, and Emergency Response Plan and more pertinently, to provide assurances to TIMOR GAP, E. P. that logical and concrete plans were carefully laid out and mindfully devised by HTSB’S Geoscience experts based throughout the Asia-Pacific region.
HTSB is a relatively young but progressive multinational survey company that has its own operating offices in Malaysia, USA, Singapore, Indonesia, and Timor-Leste, “We relish the challenges that lie ahead and remain committed to play a significant part in the development of strategic national projects in Suai and the Greater Sunrise development for the brighter future and prosperity of Timor-Leste as a nation”, summarized Mr. Mirza Hamza in his closing remarks.
